Decide the opacity of a rung of labels.

**Signature:**

```cs
float TickLayout.LabelOpacity(int exponent, bool halfway, bool fits)
```

**Parameters:**

- `exponent` ([int](https://learn.microsoft.com/dotnet/api/system.int32)): Power-of-ten class the rung belongs to.
- `halfway` ([bool](https://learn.microsoft.com/dotnet/api/system.boolean)): True for the halfway rung, i.e. the labels at odd multiples of five times the class below, false for the full rung of the class itself.
- `fits` ([bool](https://learn.microsoft.com/dotnet/api/system.boolean)): True if the rung can be drawn without label collisions.
